He was a Chicago beat cop in the city. Before he wrote a ticket on the car at the expired meter he would step inside the business and ask if the car belonged to anyone. The business was lucrative and “everybody” paid off!! The owners of the store paid who appreciated him not punishing their customers and the poor slob who was about to get the ticket paid and avoided the ticket. The best stories were when they would have a fire at a store, like a jewelry store and the firemen would run into the building with a piece of 4 in. hose and stuff it full of merchandise and run back out.
