1: if you separated the conscripts from the pro military it wouldnt work. because people would only be in for one four year term (2 or 3 in most other countries that have tried similar) the training they get is substandard. this means that they would in effect be undeployable due to insufficient training. deploy them in a conflict and they are cannon fodder. its that simple. meanwhile the pro military also has to operate but now on reduced funds. this reduces the ability of it to operate as well. germany is a perfect example of this failed approach.
2: lets say you integrate the units. conscripts with regular troops. that wont work either. the conscripts dont want to be there, they didnt volunteer. the rest did. this causes problems.
