MajTom -- Reading comprehension is not your big suit, I see. If you read the 5th Amendment, it says that no person will answer for a capital crime unless he has been indited by a grand jury except in cases arising in the land and naval forces (i.e., the US Army and Navy) or in the Militia when in actual service in time of war. In other words, this exception ONLY applies to US military personnel. Military personnel do not have to be indicted by a grand jury.
For the REST of the world, the Constitution required an indictment by a grand jury followed by a trial. And in the case of felonies, a trial by jury.
