I agree with "highest places" or "highest heavens (not "heaven"). I disagree with "well thinking" - it is people who are thought well of by God, not those who are doing the thinking. It is certainly not to men of good will, for we are all dead in our sins.
Luke's text refers to men (people) in the general sense who now have the opportunity to be made right (reconciled)with God through the coming of the savior. This is further qualified in other Scripture that only some people will have the peace of God, but that message is not embedded in the annunciation.
