To RJBJr, I suggest that you read 'The Machine Stops', by E. M. Forster.
BTW, at the end of a very long day, if the Government (and its society) have not produced any surplus there will not be anything to hand out, never mind choosing or not choosing to hand out. At that point, if the 30 million are that dependent on a handout, then 30 million, perhaps more, will starve. A terrible thing, but at that point it is inevitable.
Your aim should be to not become that dependent on government.
