Fairness means giving all sides their due. (In some cases, what's due is nothing.) Balance means giving at least two sides some kind of equality. Although fairness can improve balance, balance doesn't necessarily increase fairness. Some NPR reports, for example, try to balance extreme leftism with more-extreme leftism. In fact, by giving every good, bad, and irrelevant idea equal time, a perfectly balanced presentation would be grossly unfair to the good.
