Under my 10-25 Plan, we get rid of all means-testing programs at the federal level and provide the equivalent of a poverty-level safety-net to all citizens, paid for by eliminating tax deductions ($1T), eliminating means-testing programs ($700B) and 1/3 of Entitlements (SS + Meds) ($400B). With a 25% Flat Tax, everyone would keep 75%. Blue states could make up the difference for "those in need"??!! Red states could provide additional support or leave it to charities. Each state could take a different approach. Entitlements would be reduced by the amount received as safety-net (1/3). Budgets would balance as manipulation by politicians ends.
