What has happened for the last three years is that when the budget bills have been sent to the Senate and not acted on, the baseline budgeting from the last passed budget remains in force. hence, the "stimulus" money is still being spent over again in each subsequent year. If the House doesn't send any bill over, this pattern would continue as under what has happened via the continuing resolution route. Action by both houses of Congress must act to produce any spending cuts.
