Programs such as the H1-A are so laden with restrictions as to be unworkable. They require each individual employer to interact with INS and middlemen in a workers country of origin, they need the employer to guarantee round-trip transportation, housing, conduict studied to demonstrate no negative impact on citizen wages, and they create virtual slaves who entitled to work no-place but for that one employer. The process takes weeks or months. And the whole time the employer fights though this beaurocratic rupe-goldberg maze, willing able-bodied immigrants are delivering themselves to his farm or workplace.
