Obamacare does not REQUIRE employers to drop their plans. If employers do not drop their plan then employees can keep their plan. That promise is not broken. The legislation itself did not make companies drop coverage. Now if employers CHOOSE to drop the plans and pay a penlaty instead that's on the EMPLOYERS shoulders. They can CHOOSE that today as a cost saving measure but they don't. You cant blame Obamacare for that and say that 7 million dropped is a broken promise. To easy to debunk.
