Public schools could get voucher students to attend if they provide a quality education and a secure environment for their students. If private schools can do it, why not public? You can follow every excuse, every problem and almost without fai trace it back to the teachers' unions. Students fleeing public schools cost unions money because they have to compete for students. Since unions have long since given up any attempt to even know how to educate students (note that I said unions, not teachers - there's a difference), they are at a severe disadvantage in getting students with a choice to choose their schools.
