I believe Russia now has a flat income tax of 13%. That sounds good. But the contempt for individual rights in Russia and China is not consistent with capitalism. If the state want to take your house or farm - they just do it. No compensation, or very little. That is not capitalism. It is communism. Russia has rejected every opportunity it has had to embrace democratic values. The liberalisations of the Tsars, the Revolution in 1919, and the fall of communism - all replaced brutal totalitarianism with...more of the same.
