You're both correct - very few compounds are thoroughly tested outside North America, but U.S. pharmaceutical companies that create these drugs, if they want to distribute them in socialistic countries can only charge what the regimes permit. That's the reason, in order to remain profitable, we Americans pay such high prices for drugs. And if the big-eared one gets his way, even if we have the money, there will be much less research/development.
