The answer is actually not that complicated. The rank and file, not the national GOP or even the state GOP apparatus, believe in limited government. At the state level this is less difficult to do. For instance, states don't print money or provide for the national defense. Thus, it is much easier to focus on the numbers and the individual departments and/or programs that are not working. At the federal level, there are over 20 departments, more agencies, and regulations that could fill the state of Iowa, not to mention the trillions of spending. So instead of a rational discussion of numbers, specific programs and tax provisions, we get this theme type campaigning at the federal level. Anyone who would try to do what Ross Perot did (cont)
