If constituents can all agree on a course of action, legislators will follow. A choice must be made between FairTax, Flat Tax, and VAT. Once agreement is reached, there must be some way to make them progressive. If that progressivity can be used to limit government spending on entitlements and means-tested programs, than we've really got a plan people can support.
