The pre-bate would effectively provide each household with the amount of money (each month) as would be expected to pay the tax on the necessities of life, thus negating the disproportinate effect on the poor. On the other hand, if one chooses to buy an expensive luxury car, one would have to pay the Fair Tax rate, likely in the 17 to 23% range. While the Fair Tax has its problems, it would be far better than the current Income Tax or, in my opinion, than a Flat Tax.
