Correcting the 14th Amendment will prevent the problem of birthright citizenship being applied to the offspring of those awaiting naturalization under the terms of the amnesty program. This effect, by the way, is what the 14th Amendment is supposed to mean in the first place.
Establishing dual citizenship at birth by positive law will be required for mixed birth nationalities born within the jurisdiction. They will have to make a choice as to which nationality they wish to become at the age of majority -- but that's it, end of story.*
