What actually needs to be worked on here is the American Indian family. American Indian children shouldn't shuffle around between homes in the foster care system -- nor should they be adopted. Rather, they should be born to married, mature women who are ready to raise them with the help of their husbands and other people. The goal should be the same as for all children: birth within an emotionally and financially stable marriage.
