Go back and look at the first standoff Boehner had over the govt. shutdown. he talked tough then offered virtually no spending cuts. The house Republicans called him on this and demanded higher cuts, Boehner said okay to the house, but the next day Biden publicly announced that he and Boehner had agreed on about 35 billion in cuts. Boehner swore this wasn't true, then the following week agreed to a deal with about 35 billion in cuts...which actually turned out to have zero net cuts when all was said and done. That is fact. During the vocal vote over rules changes at the convention he intentionally imposed his will, rather than the consensus. Fact. He stripped several tea party reps of their committee assignments ..
