The most disturbing problem to me, is that the administrative costs for all these government programs are always ignored. When a company that has to produce goods or services, and sell them in the ever shrinking private sector, has to cut back, they look to cutting non-producing areas of their business first. The government, which is by it's nature, 100% overhead, has a problem, they pile bureaucracy on bureaucracy to try and paper over the shortcomings.
The solution to this dead end maiise, is to privatize some government functions. Bid out services like government job training, postal service, national park administration, etc to companies that can be fired if they don't perform up to expecttions and quit hiring 6 to 8 people per jo
