You are a good analyst, but it is also wasted time and probably more than that. Try it like this -- If it does not help its clients, it does them net damage by causing (or at least letting) them think they are doing OK. If you tell the parents Head Start is working, they then forego the possibility of doing something that would have a positive effect.
Like home schooling, or attending a Catholic school, or,….
We pay for this in money, time, and opportunity cost. It is much greater than the public (ha, ha, joke’s on you. Boo hoo, it’s on me, too) expenditure on the worthless and stupid Head Start program.
