Those who are breaking the stats down by *county* instead of state are correct. If you look at state-level numbers there is very little correlation between gun laws and gun murders. You see an enormous difference when you look closer. A city like Pittsburgh or Atlanta will skew the numbers for the rest of the state. All of this is easy to locate, sort, chart, etc. on the FBI's website and many other sources. Too bad most reporters don't know this closely-guarded secret.
