This was always a puzzle to me. I know a family whose 2 children were one of the first to enter this program. They were not really poor by my observation. I knew the father was employed as a US mailman, They sold much valuable lumber from their farm and a friend looked at the piles of logs and estimated it in the 6 figure category and now their farm recently sold for another 6 figures! By the way, the kids grew up to have good jobs and be productive member of society. One is a computer specialist and the other an accountant. However, you can't really attribute that to this government program because all the cousins of this family have done well, even including one with a doctorate.
