Yeah, it kind of is. The Constitution lists explicitly and totally every single power the Congress has. Further it lists some broad and some specific limits on those powers. There is no "and other powers assigned" clause. Second Amendment aside, there is no provision in the Constitution that expressly gives Congress the power to regulate the sale and manufacture of any product, especially if such manufacture and sale occurs within the same state. The ONLY THING Congress is authorized to do is ensure that interstate commerce is "regular" (so you don't have to pay customs duties carrying goods from Virginia into Maryland, for example).
