“A well regulated militia being necessary to the security of a free state, the right of the people to keep and bear arms shall not be infringed.” The Second amendment secures the right of the people to keep and bear arms. So what is the meaning or purpose of the word militia in the preceding phrase? A militia is defined as citizen army. The right is enumerated for the benefit of the people not the militia. The militia is necessary to the security of a free state. In other words the security of a free state requires a well regulated militia and a well regulated militia cannot exist without the people having the individual right to keep and bear arms.
