No, a desire to rule might result in display of the firearm. Millions carry without anyone knowing what they pack. Even those who legally display what they carry are just saying, "Don't try to rule me. Don't even start something." Can the skill, will, and drill provide confidence that one can shut down evil if it rears its head? Sure.
