Technically, it's true that bearing arms is a right, and a driving license is a "privilege". This isn't necessarily just or good. Nothing is more basic to the Pursuit of Happiness than the freedom to MOVE--to vote with your feet, seek greener pastures, to leave an oppressive situation. In a country as big as ours, you need to be able to drive to be free. Local, corrupt, controlling governments own that "privilege", which is not good. In my state, police hide behind bushes to play "gotcha; 5 mph over the limit gets you stopped and fined. Then the corrupt state holds you hands behind your back while insurance companies pick your pocket, for the next 7 years. Freedom of movement should be a right, also.
