Why not simply allow the staff that earned 12 days per year? Limit the carryover and any unused time is simply paid out that year. Let them carry 5 days into the next year, and never bank more than 12. Pay it as a current expense so it doesn't become yet another government ticking time bomb. Or is that too much common sense?
