During alcohol prohibition organized crime expanded greatly (they sold the illegal booze). When that was repealed, they started looking for other things to market.. that led to marijuana and cocaine and heroin as time went on. The rest is government agencies trying (and failing) to stamp it out in the name of the greater good. According to wikipedia the first creation of a federal agency targeted at illegal drugs was under Nixon.
