I would like anyone to explain how ANY law can control ANY human behavior (other than causing people to become more creative). It has never happened and it never will! No law can be enforced until it is BROKEN. Don't any of you understand that? That means that NO action is taken against anyone until AFTER they BREAK the law. Speed limits prevent speeding, right? Prohibition reduced alcohol consumption, right? Making drugs illegal reduced drug use and addiction, right? The same people who scream for more laws are the same people who scream when cops try to enforce the laws.
