It's always been a favorite ploy of the Democrats to single out certain specific individuals whose lives aren't perfect in order to illustrate how old laws have failed and new ones are required. I can recall that in '88, Michael Dukakis was always lamenting the plights of "The single mom in Iowa who just lost her job", or "The sick grandmother in Georgia who can't pay her bills", as a laughable attempt to portray Ronald Reagan as a failure. The point is that there will always be particular individuals who have problems, even in the best of times. (Which the Reagan years were, of course.) The Democrats love exploiting the relatively few unfortunates in order to pass legislation that will affect sweeping changes on everybody.
