This column is BS. Congress is not obligated to continue to budget any money for anything. The 14th Amendment means that the States are obligated to pay their share of debt which came out of the Civil War when the South protested taxation to pay the war debt. If you look at what keeps the Fed out of default is just to service the debt payments to existing debt. Spending is not something that has to be done. No congress can obligate a future congress to do anything. That is a good thing to remember when they promise things for your vote!
