Most people firing a handgun in a stressful situation will pull the weapon high and to the dominate side, in other words, a right handed shooter will most likely shoot high and to the right of their target. If you are more than a few feet from a man sized target and in a panic you will likely miss that target with your first shot or two making follow up shots necessary and therefore making a high capacity magazine beneficial. These laws, however, are not designed with the victim in mind but for the convenience of government and to feed the emotions of the thumb-sucking useful idiots.
