When I was growing up in Queens in the 1970s and 80s, most of the students from my elementary school walked to school. In JHS and HS we received bus passes (or subway passes) to take public transportation. While I can understand not wanting smaller children riding public transportation alone, and not everybody lives near a bus route, why can't something be arranged where a city bus provides dedicated school service (my high school had city buses that were only for students, running along the bus line, except it stopped at the school instead of a stop several blocks away -- kept us away from the regular riders which probably benefited both sides)
