That's probably over 10 years - which is the way these budget guys analyze such things. They could slightly increase the surcharge added to commissary grocery bills from the current 5% to 6% or 7% and that would cover most, if not all, of that $9 Billion. The commissary store users would not like that much, but they would accept it IF there are also some cuts to some of the UNEARNED entitlements. Share the pain.
