The civil rights laws of the late '50s and '60s were motivated primarily by the desire of northern "liberals" to stop the internal migration of blacks from the South to the North and West. It largely worked, and most American blacks still live in the South. This group of essentially racist politicians largely overlapped with the welfairies who waved the wand of liberal largesse over minority groups with the intention of using taxpayer money to buy cohesive voting blocs. This, too, has largely worked. Whatever one thinks of the results, you've got to admit that the tactics of liberal welfairies work.
