This calls for God of The Old Testament justice. Cruel and unusual crimes should be punished by cruel and unusual punishment. Knowing you'll be beaten to death very painfully might be a deterrant to crime. Being sent to air conditioned prisons with big screen TVs and free meals doesn't seem to be much of a deterrant. Having yourself savagad like you savage a victim may work. But if it doesn't work as a deterrant, it would be real justice.
