Explained differently; Man-made law can run from but not hide from natural law. In economics, laborers seek higher wages and entrepreneurs seek the same workers for lower wages. So we can try to keep workers from entering the USA for its higher wages and we can try to keep manufacturers from moving to other countries where wages are lower but the differences in wages will mean that people will scheme to discover a way to cross the man-made boundaries. Given time the natural laws of economics will always prevail and tend towards equilibrium.
