"Reasonable limits" to a Constitutionally protected right sounds a bit vague. Reasonable to whom? Reasonable generally quickly becomes arbitrary. But as you wrote you're playing Devil's Advocate so if your point is if Congress bans it and the S. Court concurs there is no real protection then one would have to agree. And of course these things do tend to occur incrementally. But limits leading to bans is not a foregone conclusion for sometimes limits lead to the straw that breaks the camel's back.
