I remember working in Los Angeles when the Lyndon Johnson “War on Poverty” was committed to “beautify” the “depressed areas” (i.e. slums). First the trees they planted were mutilated and destroyed by the “residents.” So they returned, replanted trees and built a chainlink fence around each one to protect it from the “residents.” Again those “improvements” were soon destroyed – proving, I suppose, that it’s people that make the slum, not the location or the landscaping.
