Mississippi and Alabama took care of themselves, because they had Republican governors. Louisiana got hit hard because Kathleen Blanco was playing politics with the response. She held off bringing in the Feds because she kept checking in with the DNC prior to doing anything, to make sure that Bush couldn't benefit from the politics of it.
