If that is the case then why was there no significant progress on civil rights from the end of Reconstruction in 1877 (when Rutherford Hayes agreed to withdraw federal troops from the south so he could be elected) until 1964, when the Civil Rights Act was signed? And what about the Democrats who fought for civil rights and the Republicans who opposed it? The issue at least in my lifetime was not primarily along party lines but along conservative vs. liberal lines, both parties divided.
