The problem that most of the U.S. population has with the Constitution is we are so conditioned to look at a limiting document to see what we cannot do. Our Constitution is written to tell us what the federal government CAN do. It says what the representatives requirements are, thier duties and obligations. It further states that if the power to perform an act is not in the Constitution the federal government is prohibited from doing it. That power or authority falls to the States or the people (communitiies).
