They didn't change much: Tzar, Bolsheviks-Communism, resent so-called democracy, all those political systems, if you take a closer look they are much a like. It is more like a snake's skin sheds. Roots of that system are in two empires - Mongols and Byzantine. Russia after being conquer by Mongols didn't really changed. Since XIII century they crated state which is mix of bureaucratic state with military camp.
