While I do agree with you, its difficult to look at a problem like drunk driving and say "we should do less". 'Probable cause' for traffic violations has become a but of a joke. If a cop wants to pull you over they will, and that sucks. But I don't think the answer lies in restricting funding for catching drunk drivers. Perhaps we need to well and truly outlaw ticket quotas. Or perhaps stop making it a financial benefit for police departments to cite people for low hanging fruit, like minor speeding infractions etc, and focus our efforts on real crimes that put people in danger, like DUIs.
