Good article. I would, however, point out that the Lusitania was carrying military supplies to Britain. Germany actually ran an ad in the New York newspapers for several days before the ship left port, warning people not to get on the Lusitania. But no one thought the Germans meant it. They did. Wilson was anxious to get us into war, but the Lusitania wasn't enough to move public opinion sufficiently to give him cover to get in. The Zimmermann telegram gave him that.
