Nowhere in the Constitution does it say that the job of the Senate and President is to compromise, the wording says "approve". I do agree that compromise is necessary but your post says that the Senate/President must bow to the wishes of the HR. Doesn't say that at all. Since the HR majority is controlled by one party and the majority of the Senate and President are of the opposition party, it seems to me that the onus is on the House to work with the other two branches to work toward a compromise.
