The German government had no choice. Printing money was forced on them by the allies. Reparations had to be paid in gold or one of only a few currencies. Once the German government had exchanged all their cash reserves for gold or one of the agreed on currencies they were broke and had to print more money to meet expenses and to continue to pay reparations. Because of the printing the value of the Mark dropped so it cost more Marks to pay this years reparations than last year and it would cost even more next year. The allies trapped the German government into a cycle they couldn't break and set the stage for the rise of Hitler 20 years later.
