Any commander in chief could cure the "Hassan" problem by simply ordering that a sidearm, loaded and ready to use, is part of the official uniform to be worn at all times unless engaged in some maintenance activity that would require it's removal, sort of like we took off out wedding bands and watches while working on electronics or electrical equipment. Does anyone really think Hassam would have shot up his office if everyone in there had been armed?
