We need more understanding of just what it was the founders were thinking when they adopted the Bill of Rights. Truth be known the Federalist were not that keen on it, some thought it was in-necessary, it was the Anti-Federalist's that insisted on it. They did not trust the Federal Government, any Government on any level. You will notice that all the Rights 1-10 enumerated are for the protection of the individual from excess's by the government, all of them. So why would the 2nd be any different?
